Chief Operating Officer
Noll Tufani has blazed a path to scaling disaster-resilient housing through technology in some of the most rugged terrain and challenging environments on the planet. He brings a combination of vision and pragmatism to his role as Chief Operating Officer, a role he assumed in 2020 after more than 10 years of leadership with Build Change. Noll joined Build Change’s Haiti Team in 2010, and went on to lead the post-disaster construction program there for four years. In 2013/14, Noll broadened his role by leading Build Change’s expansion into Latin America. In 2015, Noll became Director of Build Change’s post-disaster operations in Nepal. Based in Kathmandu over the next 5 years, he led the provision of homeowner-driven reconstruction and retrofitting technical assistance to 25,000 households in rural Nepal, managing a team of up to 150 staff. In 2018, Noll took over the additional oversight of Build Change’s post-disaster reconstruction operations worldwide and was charged with creating Build Change’s New Frontiers Technologies (NFT) Division. With the NFT Team, Noll has developed seismic retrofit methodologies, created mobile platforms for construction technical assistance, and automated the retrofit evaluation and design process with partners such as Autodesk and IBM. Noll has an MPA from Indiana University’s Paul H. O’Neill School of Public and Environmental Affairs as well as a B.S. from Indiana University’s Kelly School of Business and a B.A. in Political Science, also from Indiana University-Bloomington. Noll speaks seven languages, and enjoys tennis, photography, painting and opera in his free time.
